I know something is up as its similar upload speeds and pings. I've tested with two different devices,  and the router is 10 feet away. I did not have this problem before I moved into my new apartment today.

Rosewill Wireless N Dual Band Adapter

and Samsung S3 mini

are the two devices.

Both support N networks, and the computer is running on N

Before I was able to get download speeds up to 3000kB/s and now its running around 150kB/s on wireless, If I switch to Wired, I'm back up to 3000.
