You can only use ports from the top card. If you enable surround you can use ports from all cards but the rules are very specific and would take a page to describe every valid configuration.

So, basically my question is: If I'm SLI'ing two graphics cards, can I use 1 HDMI port from each card on each of my monitors? Or is that against the "SLI Rules"

Really? I thought if you ran out of ports on one card, you could plug more into the other cards...

That might work if you run out of ports (not sure but don't think so) but for SLI and, say, two monitors on a GTX 960 SLI you must use two of the ports on the top 960 and not the ones on the bottom 960 because that won't work.
