New graphics card problem

Hello people,I have bought an r9 280x,becuase it looked like it would fit what I do with my pc for mid range gaming.

And I have encountered problems in the start such as: Drivers not installing right,freezes and had to restart the pc like a bazlion times.

But I now im stuck useing the 14.5 Driver,If I update to the 15.7 Im sure my PC will freeze when gaming.

also,im not getting the FPS I was thinking im gonna get for example: I had 30-60 Fps on skyrim with my ATI HD radeon 4870

and now its like 30 outside and maybe 70 inside,thats a specific skyrim problem but still.

Try update bios if that does not help RMA

Could be that it does not have enough power.
