Troubleshooting a noise

There is a somewhat high, but deep, pitched noise coming out of my PC. I have looked into enough to know that it is not harmful but it can sometimes be annoying especially while watching youtube with my open-eared headphones. I was wondering if there are any settings (power saving features?) that may be causing this or a lose cable (probably not just tightened them all up) that may be causing this. Leave any suggestions, thanks!

I will try to record it, however it can be heard more/less depending on the angle making it hard to capture. I will try to post an audio file in a few minutes.

Sorry but it doesn't pick up when I try recording it.
