Can it play GTA V on high(no adv. Settings) at 0-2msaa? I'm trying to get something that I only NEED. Meaning to say that I'm trying to save as much money as I can.

Honestly, if you can go up to a 280, you'll have a much better experience. The 280 is where AMD's price/performance kicks in. 

 

The 270X can definitely play it though.

On my OC'd 270X and OC'd 4790K I play at 0 AA, with normal textures and everything else on high or ultra and get a solid 55-60fps+

 

The vram limitation will not allow any texture higher than "normal"

Buy an R9 270 non X and OC it, because clockspeed is the only difference between 270 and 270x, and don't consider 370, because it's a rebranded R9 265.

That's a good idea of what it can do... Have you tried changing it to hign textures? If so, what is the FPS?

Yeah, the 280 is definitely better... The card I wanted to get was the 380 4GB. It's either I have to wait and save more money or go for a cheaper card. Man, being stuck with a laptop sucks.

I have, I turned off the automatic Vram limitation, and turned down a lot of the other settings to see if i could get decent fps, but the game lost a lot of it's shine. I kept the textures at high and put all my settings back, 0 AA, and high or ultra everything else and I could run it out of los santos pretty well, maybe 45+ fps. But entering into los santos caused so much stuttering that It just wasn't enjoyable. So i turned it back down to normal. The game already looks so damn good with all those other bonus effects, that im perfectly happy at about 60 fps solid on normal with all high or ultra effects.
