It's Bitspower's flow indicator. Mostly used for bling bling but can be somewhat useful in letting you know that your liquid is indeed flowing. I have a Primochill flow indicator in my loop but it's 100% just a space holder. Can't even see the spinning wheel through the white coolant :lol:

 

Also, this particular flow indicator can be difficult to place in a lot of custom loops that use soft tubing.
