So I'm looking to do a cool small budget build to be able to run simple games like TF2 and CS:GO at 1920x1080p lowest settings (It's my quality preference) and also to stream them at 30FPS. Also I would like to play GTA V BUT at LOWEST settings and enough to record at 30FPS (I won't be streaming GTA V). I won't give a budget here, I just want some ideas to work off of for absolute budget build and smallest form factor to be able to carry it place. So please spare money on every part which is possible and put more money into what matters the most. By the way, I've no preference between AMD, Intel, Nvidia.... Just as I said, "Budget" and be able to do the things mentioned above. Really appreciate it! :)

Trust me you cant play gta5 in lowest setting smooth 30fps it always will dip and micro shatter, get better gpu like gtx960 or 970 would be best choice.

I put resources into a cpu that will easily handle streaming and a case that facilitates transport. Not the least expensive build, but very good performance all around.

Why do you say that, just because it cost a fair bit?

 

If one wants to stream and run games, even at lower quality the question becomes how much cpu power is needed for smooth play and recording. I think one should err on the side of too much rather than not quite enough cpu power. I am pretty sure that a Pentium will not do the job. An i3 might, but I doubt it. An i5 is likely enough, but the Xeon is less than $30 more.
