Need help optimizing my hardware/software (AMD heavy)

I'm pretty much a noob at overclocking and optimization, but I do understand the basics. I'm trying to see if y'all "experts" can help me get my computer to it's maximum potential.

 

One thing I noticed that's been bugging me is that my computer seems to run the same at all settings, both low, high, and everything in between. A game that gets 40 fps at maximum settings also gets 40 fps at minimum settings. That is true for both in game settings and hardware settings. 

 

My computer is very strong stock, and has lots of room to overclock, I'm just not sure what to do... I'm satisfied with its speed now, but I know it can go faster. That's where you guys come in.

 

 

My specs are: 

 

FX 8350 CPU- stock 4.0 ghz, auto overclocked itself to +4.8 with no issues.

ASUS Direct CU II 7950 GPU

16gig 1600 RAM

Watercooling for the CPU (no temperature issues. Might get some temp issues with the GPU)

2 60hz monitors

So yeah, give me some advice. The more detailed the better.

(Right now, all my settings are from some AMD software's auto overclocking choices. Those got it to some whopping high settings, but I don't see much if any improvement.)
