I had 4x2GB "Corsair XMS3 Classic 4GB (2x2GB) DDR3 1600MHz" in total of 8GB but one of them had full of errors so i replace 2 with "Corsair XMS3 Classic 4GB (1x4GB) DDR3 1333MHz" I was wondering if my system is stable with 1600 memory mixing with 1333 memory but same latency 9-9-9-24. My motherboard supports 1333MHz so the 1600MHz RAM should be down scaled to 1333MHz

In theory it should be stable but i would stress the ram out to see if it is or not.

Those corsair ram modules can hold decent overclocks, there should be no worries what so ever in increasing the clocks from 1333 to 1600 or the opposite in case his motherboard doesn't support 1600mhz .

I'd run all your RAM at 1333 MHz. If you want to run it all at 1600 MHz then I'd memtest it before doing anything else.

If I remember right, as long as each pair of a dual channel ram pair are identical its ok, and mixing two pairs of different speed ram are ok, as long as the motherboard supports the minimum of those two speeds. The motherboard should default to the minimum of the two speeds for all. Overclocking will depend of if the 1333 ram can support the higher speed up to 1600 and then both will have to be able to go over 1600 to go over 1600. Something tells me you'll be stuck at 1333 though, just a guess.
