You need to run the following command in an elevated command prompt

rd /s /q C:\$Recycle.bin

You need to repeat for all HDD's in the system. So if your second HDD is an E: (Drive) then the command would be

rd /s /q E:\$Recycle.bin

simply replace the drive letter with the appropriate drive.

 

Make sure the command prompt is elevated (Run as administrator)

To do this

click start > type "cmd" > Windows will list command prompt > Right click it and select run as administrator.
