Possible CPU Bottleneck?

Nah, It should be good enough. I would recommend overclocking though.

And change the PSU, I would recommend a decent 550 watt PSU.

FSP group is not very high quality, It is decent for use in a office computer though.

I want to upgrade my Nvidia GTX 750ti to a GTX 960. I was wondering if my current AMD athlon x4 860k would bottleneck the 960. If so, what CPU should I upgrade to?

Yea I overclocked mine to 4 GHz
