CPU Frequency Dilemma

I really dont know what i should use but if i have my pc at a low 1ghz@0.95V with high cpu usage ~40 would it consume more power than 2ghz@0.975 with a low cpu usage ~10% just wondering, and also which would reduce heat, because my laptop is HP and they cant ever make a quiet cooling system, the cpu is a Core 2 Duo T7200 undervolted
