My friend and I are doing videos for a company. The company not only wants us to produce the video, but set up an inexpensive computer to throw on the back of a monitor and loop the video. I recommended a Pi because it should do all they wand and no more What program(s) on the Raspberry Pi could we set up for them to simply run and it'll play the video on a TV on loop?

Upgrade Plan: Acquire some Black Noctuas then add 16 or 32GB of 2133MHz memory
