black screen with cursor

ok so i was rendering a video and my pc froze so i naturally pushed the off button on my case and then turned it back on, i goes through the motherbord splash screen, then wether i want safe or normal mode and then the windows start up thing. but it is then just a black screen with a cursor that i can move.

 

any help please

 

btw the same thing happens in safe mode

 

a very long overdue man cave tour 2.0 will be out as soon as i have moved house in a few weeks
