I recently created an under clock profile in MSI Afterburner to keep my Sapphire Vapor-X HD 7950 cool and quiet when doing light tasks such as watching youtube.

My underclocked profile is as follows: 

Core voltage: 950 mV

Memory voltage: 1600 mV

Power limit -10%

Core clock: 475 MHz

Memory clock: 625 MHz

My overclocked profile is as follows:

Core voltage: 1181 mV

Memory voltage: 1600 mV

Power limit: +5%

Core clock: 1117 MHz

Memory clock: 1433 MHz

(My Overclock is quite low and looks weird but this is because it gives me an even Memory bandwidth number and Floating point performance number)

I ran Furmark for a good 5 minutes with the Underclocked settings and got a solid 43 FPS (min:43 max:43 avg:43) and very cool temps. 

I thought this was weird so I ran the test with my normal Overclocked speeds and got about 58 fps (min:47 max 78: avg: 58).

this is incredibly strange and I'm not sure if this is an error, any comments?

That's pretty strange, you should monitor what actual frequency your card is running at while the program is running.
