CPU Usage Issues

Hi Guys,

 

I keep having these CPU usage issues, I have reformatted my PC with a fresh install of windows 7 :) but I still keep getting these issues :( The issue is when is when I turn on my computer the CPU usage is always between 20-30% WHEN NO applications are on :/ but after a few minutes, the cpu usage goes down to 12-18% which is still werid for me because NO applications are on.
