DOA GTX 970?

I recently built a system, and everything seemed to go where it needed to be, However the system did not POST I've tried multiple conclusions, and just recently found out it was my graphics card causing the problems. I removed the graphics card and the system booted fine, and even installed a OS on it. The problem with the graphics card still remains though. Is my component DOA, or do I just need to install new drivers?

P.S my motherboard is a MSI Z97 PC MATE.
