Mouse pointer delay after power outage

Hi!

There was a power outage in my apartment yesterday (I was sleeping at that moment, and my computer was on). After electricity came back, I turned on my computer and I've noticed that the mouse pointer now moves with slight delay, not huge but still. I wiped the bottom of the mouse (including the sensor; I have an optical mouse) in case some dust was there but it didn't help.

My mouse is connected to PC via USB, and it's wired.

I've checked my RAM with Windows 8.1 standart memory diagnosis tool but it hasn't found any issues. I own a good Seasonic power supply (SS-750KM3) and my rig is connected to a surge protector, so it's really something strange.

Everything else runs fine, I've played some games, surfed the net for like five hours or so. No rebooting, no errors and stuff.

I just wonder, can power outage do something like this with a mouse?
