From what I understand, it is a way to tell a server how trusted you are.

On TeamSpeak you have a public identity, which is like a serial key. The longer your ID is, the more trusted you are. However, getting a longer ID takes more time because it is more computational heavy (seems to be based on Hashcash).

 

So if someone has a security level of let's say 35, they spent a lot of time generating that (difficulty rises exponentially so going from 34 to 35 is as big of a leap as going from 1 to 34).

The idea is that someone who spent so much time getting a high security level probably don't want their ID banned. If someone ends up banning them then they will have to generate a new ID to join that channel again, which will take a long time.

 

With a low security level it only takes a few seconds to generate a new ID, and it's your ID that gets banned on TeamSpeak. So if someone  with a security level of let's say 10 gets banned on your server, that person can just generate a new ID in a few seconds and then come back. However, with a security level of let's say 30, it would take hours for the person to generate a new ID, and would probably get bored and leave you alone (not worth trolling if you have to wait several hours between your bans, but it might be worth it if it only takes 10 seconds).
