No POST, 90% MB issue?

Specs,

i5 4690k devils canyon

Asus z97 sabertooth mark s

evga supernova 750w PSU and Corsair CX750M

H100i aio CPU cooler

2x8gb hyperx fury 1866 Ram

Pny GTX 980 xlr8(never assembled)

This is my first build in 10 years so I've been bringing myself up to speed and the latest and greatest. But here's my issue. I have the above parts and when assembling I decided to take this forums advice(and others) and breadbox it first... Well good thing because here's the issue. At first I set up with MB,CPU, Ram and H100i to check the POST. Didn't get so far . When I flip the switch the inboard LED comes on in a solid orange and when I short the power all the fans kick on .... Then off... Then on ... Then off.... In solid 1 second intervals. I flashed the BIOS, same results. Reset the CMOS, same result. Followed every post stickied here and on other sites. Still to no avail. Removed and reinstalled the cooler and CPU. Same issue. Tried 1 stick ram, 2 sticks ram, red stick blue stick(JK trying to make light of my shotty situation.) also tried them in different slots. Then went and picked up another PSU. Same results with every troubleshooting method again(I've been at this all day) I was even able to test both PSUs with a jumper. Both checked out clean.... My last ditch effort was to call asus support and they just asked me to do everything I had already done.. Which I obliged but begrudgingly. Now I'm here without a computer on my iphone so forgive the misuse of terminology and grammar but I'm leaning on returning the MB first(that's the fastest item that would arrive and it seems like a short is cycling my PSU. Does this sound like the case or can anyone give me any other possible options I could try. If I can't get it working it's going in the mail tomorrow. Thanks .
