then should i just go for the case fans?

Well, 2 intakes and 1 outtake is a fine combination, you can't get much more out of having more fans. Living in a hot country will always limit overclocking potential, regardless of the cooler used.

I have a i5 4690k and i want to Overclock it,i already have a 212x but it doesnt cut it as the temp in my country is 35-37 degrees -.-

So i wanna know what will the best bang for buck water cooler for my cpu?

i dont know anything about water cooling or the case fan cooling,if anyone could explain the whole thing like AIO coolers,radiators,etc.

and i wanna know if i should put in case fans like the cm jetflow after installing the cooler?

Well, the best bang for buck CPU coolers will always be air coolers, huge dual tower monsters like the Cryorig R1 Ultimate/Universal, Be Quiet! Dark Rock Pro 3, and Noctua D14/D15 even outperform quite a lot of AIOs, while usually being substantially cheaper.

Aftermarket 980Ti >= Fury X >= Reference 980Ti > Fury > 980 > 390X > 390 >= 970 380X > 380 >= 960 > 950 >= 370 > 750Ti = 360
