touchpad stutter/lag?

hey, while using my touchpad i get a ton of stutter/lag compared to my mouse ive tried so much (drivers, ports, OS, even a different touchpad) this use to happpen to my mouse some times in black ops 2. any one got any ideas?

can always record the issue.
