NEED HELP ASAP!

I recently transferred data to a SSD from my HDD, and deleted undesired files from the SSD. During this process, I might have messed something up. Applications wont work with internet, except IE, shortcuts wont work, and I have no idea what to do. Can I format my PC to just have the OS on the SSD and redownload everything again? Please help, I don't know what to do :(

Reinstall/repair OS. Or reinstall all software that are causing problems. With shortcuts, the links are messed. There are software to do it for you, and even cmd command for checking errors/fixing them.
