Stuttering in game/browser

I recently restored my dekstop because of some issues. I'm now experiencing some bad stuttering (freeze for a second) every 10-ish second, and it's starting to get very annoying. My system specifications are listed on my profile, and I'm running this game at very high FPS. (Runescape). 

 

Is there anything I can do in order to fix this? It was working fine until I restored it. I have also updated all of my drivers (except BIOS because it looks so complicated).
