With school almost over I am very eager to build myself a new gaming pc. I am going to re-use some of the parts from my current pc but I am not sure if some will work in this new build because i am planning to get a mini itx case. My budget is 550 us dollars and I dont mind shopping second hand. Also I currently live in Romania so I am not able to get some of the parts that you can find in the states and prices for some parts are very different. This the list of parts I plan on using: 

Case: Silverstone sugo sg-13 (already have it)

Mobo: Asrock H81M-ITX - 80 dollars

Cpu: i3 4150 used - 90 dollars (a new one costs 150 dollars around these parts)

Cpu cooler: Noctua NH-L9i 60 dollars

Gpu: Gtx 780 refference - 300 dollars used

Psu: Season s12 g 650w (reusing it)

Ram: Corsair Vengeance 8gb Dual Channel (reusing it)

SSD: Samsung 850 pro 128 gb (reusing it)

HDD: WD Blue 1TB (reusing it)

Total: 530 Dollars

Also i am currently deciding if I should get a Gtx 970 (wich is more expensive used) or a gtx 780 wich is about 50 dollars cheaper. Another question is if my psu will be alright keeping in mind the fact that is a non modular psu and this case is really small. I am planing on playing triple A titles mostly (Gta 5, Assassins Creed, Witcher 3 etc.) on a 1080 p screen.

You're spending $60 on a CPU cooler when you're buying a CPU that won't overclock. I would leave buying an aftermarket cooler and just use the stock one (if it doesn't come with the stock cooler, buy a much cheaper one) and contribute that extra $50-$60 on either the GPU or an i5.

Do you think the stock cooler is silent enough keeping in mind that it is a very small enclosure with not a lot of airflow?

 

I have the same cooler (NH-L9i) and although it is not a bad cooler at all, it isn't worth the $60. Obviously the stock won't perform as well, but I think with your budget, it's worth it to have a slightly worse cooler for a better gpu or cpu.
