Simple GPU backplate question

Just wandering if it comes with MSI's White edition of the 970, I can't stand non backplated cards anymore.

 

My second questions however is which GPUs use the no fan feature? Like when its not under load the fan doesnt spin, which cards do that? And do other series do this? Can CPUS do this to, is it possible with software?

I thought the white twin frozr design was for 960?

It is not for the 970.
