Looks fine to me. GPU is slightly weaker than you should get but it doesn't matter. The R9 280 would be a good choice though.

if you can afford 1185$ then you will be able to max out most games at 1080p

Maxing the games with that build? No. It won't do it. Med-High is going to be the Max he could reach.

i said most games, atleast that's what my friend who has it said to me, he said his 280X can max out BF4 fine... i don't know if i can believe him when think about it tough. but at least it can play bf4 at high

BF4 is AMD optimised so it is expected to run good on AMD cards.
