just a question why does anyone use windows 8.1 on anything?

the build looks fine.

Because it's a good, solid OS. Arguably better than Windows 7, definitively better than Ubuntu for gaming and general use. It's also getting frequent software updates and has a longer way to go to becoming EOL.
