good luck lol. os on it's own is 100, cheap keyboard and mouse is like 40-50, monitor hard to say, but by the time you have all that you won't have enough for a decent pc

That's a very low budget for a PC build and peripherals.

I would look into refurbished components you can get some good deals on ebay, like refurbished m/boards. 

used or reconditioned components, as for new its not going to be very good or powerful and a PS4 would be more effective at that price range. 

Its not impossible but it just wont give you something futureproof or powerful
