Windows 8.1 or 7?

Which OS is better for gaming and regular use? I heard that 8.1 uses less CPU on idle...

What are your Specs and do you have a SSD?

Because he had a hard drive.

If you have an SSD, use 8.1. If you don't, and you got an average PC, it depends on your opinion of metro ui.

Windows 8.1 is faster and more responsive as far as personal experience.

With Windows 10 coming soon, it doesn't matter which one you choose, you will only have it for a couple months. Although I didn't think that I would like Windows 8.1 that much after using 7 for many years, although I enjoy it a lot.

Windows 8.1 but either way you get 10 which will be better than both
