No I do not have Windows RT!

When I open a program that has a small window normaly on my tower it is fullscreen on my tablet.

 

Example: The steam updater when you first open steam. The window is noremaly small on a computer, but when I open in on my tablet it is maximised and I can't restore down.

 

I don't know if it has something to do with aero because I can't drag it from the top bar either.

Couple things:

1. What tablet is it?

2. What resolution?

 

I think its the same way for me on my dell venue 8 pro.
