GTX 980 Hybrid question

I am currently planning to get another GTX 980 Hybrid, but I am wondering if I should save a little by getting the card and cooling kit separate. I know the 980 Hybrid uses the PCB from a 980 SC, but I was wondering if the chip bin was lower because I do not want to lose the awesome 1600+ clocks. If anyone knows if I will still be able to get the awesome clocks by buying the card and cooler separate that would be awesome!
