CPU Overclock Reading?

Hey guys, wondering if someone could tell why my overclock just comes short of 4200 MHz (4.2 GHz). I'm using cpu-z to monitor it and it says 4197.5 MHz. Thx for any help.

Just how it works. Like ram. Its about 8gb

it has to do with the base-clock not being 100% accurate , pretty sure all of our readings are off a little

the current list of dead cards is as follows 2 evga gtx 980ti acx 2.0 , 1 evga gtx 980 acx 2.0 1600mhz core 2100mhz ram golden chip card ... failed hardcore , 1 290x that caught fire , 1 hd 7950 .
