Currently i am using  R9 270x , so to do a cross fire do i need this specific Gpu or i can use whatever i want.

You can use whatever you want from the same gen of GPU's, it will just run at the speed of the slowest one

if i use 260 that my pc speed will become like 260 or combine ?

An R7 260 wouldn't work in CrossFire with an R9 270X. The cards I listed are the only ones that will work properly.
