Autodesk Inventor Build

It's time for some 3D design! I'm starting out in engineeriing and so I need a computer that I can run Audtodesk Inventor on 

 

1. Budget & Location

So I need an inexpensive ($500 ish) PC to run autodesk inventor. I live in the U.S.A. so my currency is the american dollar.

 

2. Aim

It will run Autodesk inventor mostly, and maybe some other applications sometimes.

 

3. Monitors

I plan on running it with a single 1080p monitor.

 

4. Peripherals

I need to purchase windows as well. I don't need a keyboard or mouse.

Is the budget before or after rebates? Is the monitor included in the budget?
