I've had my 970 for about a month, and this issue has persisted ever since buying it. In any game, (not just FC3), I'll be able to max out most games with v-sync on, but when I turn it off, I get a ton of of stuttering and lag. This issue never happened with my old gpu which was an R9 290x, I've heard of other people having this issue, but I haven't seen a lot of solutions. When I measure the FPS without v-sync it will just say I'm getting 70-90 frames even though its stuttering and lagging.

What's your VRAM usage like? If you're going over 3.5GB (I doubt it.) then that's the issue.
