Intel Core i3-4150

Is this chip a Haswell Refresh part? I am trying to do a budget build, and, if I were to use an i3, I would need to get a h81 board, so a Haswell Refresh CPU would not work out of the box with most boards.

Yes, it's Haswell-R. 

If you were to get a H81, you would need an up-to-date bios to use the 4150.
