Super High CPU usage

Im getting 100% CPU usage even when not gaming or under a stability test, when I go into the Task Manager, it says that Razer Synapse, Steelseries engine and GPU Tweak is using an absurd amount of CPU power. Here's a picture post-44967-0-52950200-1431575642.png

 

Is this supposed to happen?

CPU AMD Ryzen 5 3600x | GPU GIGABYTE GTX 1070ti WINDFORCE | MOBO ASUS Prime X570-P | MEMORY XPG Spectrix 2x8GB 3200MHz  | PSU OCZ Zx 850W | CASE NZXT H440
