I'm attempting to revive my old 

HP Media Center m7160n

 

Wont boot up the bios or anything what so ever, BUT it does run the fans and shows as if everything is functional the odd thing is the fan wont slow down to a normal speed its just constantly at the fastest any ideas i've tried different cables, before going in i want to make sure i did everything externally possible first to solve this.

Jump the BIOS

Different PCPartPickers for different countries:

That Sounds like a bad motherboard.  Is there any video output at all?

 

Look inside and see if there are any blown capcitors

instructions ?

there is a Cmos Jumper(pins witha plasticy thing on it) on the motherboard best thing to do is google its location in you cant find it on your own

alright thanks and i ended up finding out it was the integrated graphics on the board wasnt working properly also the thermal ppaste in between the cpu and heatsink was done for lol so i replaced that and im on my way to pick up a cheap gfx card just to make sure it really is the video card to get a system back together lol
