I have a friend that is trying to record at 60FPS , Mediocre system Core 2 E8500,4GB Memory, and GT 730 1GB GDDR5.  I says just use shadowplay but he insists he does not have it . After looking at the requirements for shadowplay/gamestreaming  on the Nvidia site , i realize i should have known this.  IS there a common workaround for any version of G.E to enable shadowpplay to use the built in h264 encoder on the Kepler Die.?

at least it needs a gtx 650 or higer gpu

Your GPU and CPU didn't support it. You can try add -shadowplay parameter in Geforce Experience shortcut but i doubt you can use it.
