Preferably you should make a pc partpicker list. Head over to their website if you ever have to revise and such. They tell you the cheapest vendor, and an overall price point for all your parts, plus rating for different parts. It's great.

 

Regardless, the build looks alright. I'm not sure why you would have a 650 in the build. If you're looking to have a performance graphics card for about $150 the 750Ti is a better option.

I wouldn't even use a graphics card imo unless you're doing some gaming. You can also get an HD 7770 which is a great card too.

 

Other than that the computer looks like it'll serve its purpose quite well. I personally would beef up the processor to an i7, but if you feel it's not necessary then it's fine.

Since you're building it for you dad, for basic use why get a windowed case? You can get the same Corsair 200R for $24 less without a window.  Not a ton of savings, but some.

If your dad is not into gaming there is no need for a discreet gpu. Something like the following would be more than enough. If he games, then change out the keyboard and mouse and add a suitable gpu - depends on the titles and quality needed.
