I think that the Evo 212 is limit/not enough for the 4690k. As soon as you will overclock, you will 

reach the thermal limit very fast. I did a ton of test this weak and I came to the conclusion that the

212 is ok for it's price, but not for serious heat dissipation/overclock.

 

I'm searching myself at replacing the Evo 212 with something bigger, that can dissipated more heat,

still be silent and under CDN$100.

 

The Dark Rock 3 looks promising... so is the Noctua NH-U14S

I got a DarkRock 3 on my 2500 non overclocked and running it under synthetic load or the whole system maxed out in WatchDogs (970 and 2500 both at ~100%), it levels at ~ 56°C while staying quiet at ~900rpm (temps might be due to my fan config). But I guess it should be noted that the 4690k is a tiny bit more efficient with a TDP of 88W (2500: 95W). IMHO its a solid cooler for its price, though there are cheaper options out there if you sacrifice the aesthetics.

Be Quiet's Dark Rock and Pure Rock series are really good (as long as you don't use the stock thermal paste, it's rubbish)... dead silent and effective, but very frustrating installation process. My Be Quiet Pure Rock keeps my 4690K at around 55C on load.
