Worst case scenario, you can buy some small heatsinks from ebay, and stick those on.

 

 

1. You can replace the thermal pads

2. You can buy cheap VRAM heatsinks

3. Position a fan to passively cool it?

Hello friends. Got a sweet deal on a sapphire dual X 7970 that had no fans. After removing the shroud and putting on some quality fans my core temps are great but mr vrm is hot as ballz. 

im looking for a way to fix this without spending lots of money. The problem is  that sapphire just used thermal pads and the support plate. no heat sinks.

 

actually might not be the Vrm im not sure.. its the square portions above the core in  this picture. Ive got lots of cpu heat sinks. NB heat sinks and some closed loop coolers. Maybe i should zip tie something up?

Nvidia is to Dr Dre Beets as AMD is to KFC.

One makes you broke, the other you can get more of and have a midnight snack from the fridge when hungry again. Once you go Nvidia, you go broked, turn into an Elitist, or get the incorrect amount of VRAM.
