Network Inconsistency

I have been having troubles with the speed I have been getting out of my Network. Its rated to deliver 15mbps. But with 3 devices on the router it gets speeds of 1mbps. Other times there are about 8 devices and Im a good distance away from it and I'm getting full speed. Sometimes its the other way around. Its just overall inconsistent. Im guessing its the router malfunctioning but I would like to make sure with someone with more knowledge about networking than me.

You do understand that when you have more devices connected, you are bound to use more bandwidth. Try connecting the device directly to the router via an ethernet cable and see if the speed is dropping.
