Minecraft Login Blocked

So I met this guy online and he's having trouble logging into the minecraft launcher. He says whenever he tries to login, it gives him this error message:

please make sure your minecraft is not blocked Socket Connection 10107: create

Anyone know what the problem is? he doesn't have parental controls or firewall or anything, so I don't know what it is.
