PHP not recognized in command line

So I've been dealing with this all night and can't seem to figure it out. I'm using windows 7 and I've been trying to run PHP commands in CMD but can't figure it out. I've tried changing the path in advanced system settings under system values. I've made sure everything is perfect. Does it not work if the PHP is installed on a different drive other than C:/?

Indeed, and ran as administrator.

Environment variables have given me issues in the past and they are finicky as hell, go through the entire string and make sure there are no issues with other paths.

Verify you can run PHP from the commandline at all, and relog.
