Right now, the Acer XB270HU is the king of gaming monitors.  1440p, 144hz, IPS, Gsync, but very expensive.

Give us a proposed build list on pcpartpicker.com and we will provide feedback.

is solid build except that h440 has bad airflow would recommend a fractal r5 or r4 for over clocking

The airflow is similar for all three of those cases---restricted to some degree. The noise control in the R4/5 restricts the airflow and aesthetics in the H440. (personally I like the way the H440 looks and if you are not running 2 R9-290's should be fine (but I would include fans in the top section to help remove hot air I would mount the radiator in the top blowing out to help remove the hot air).

As there is no PcPartPicker for France are you sure you can get those parts over there? Also, I would go with a Corsair AiO setup unless you were wanting to open the loop up to include WB on the cards as well, then you would probably be better off going custom waterloop anyway. During Lukes review He did state that leaks/broken units were reported due to bad packaging, and getting it RMA'd from France may be a problem.
