Windows 8.1 change color on inactive window borders?

is there any way to change the color of the INACTIVE border? i really do not like the white border when all my apps use dark themes and arent maximized.

 

i would also like to change the color of the ACTIVE Title text to a brighter one since its impossible to read when the borders are 100% black

 

the default windows color settings is severely lacking

 

ive already editted the border so that they are as thin as possible but it is not enough for my preference.

Sorry you can't. Nor (at least so far) under Windows 10.

I added what you asked for under the Windows 10 user feedback app, but the chances that it comes at Windows 10 before the release is probably slim to none. I see no one else asked for it. :/
