From the picture I see that the rest og the jack sticks out a little bit from the socket. Try putting little bit sort of super glue on toothpick (drop would be too much) and touch the connector fragment with it. Hold for a sec for gluue to harden and pull it out. BE EXTREMELY CAREFUL NOT TO GLUE THE JACK TO THE SOCKET 'CAUSE IN THAT CASE YOU'D BE EXTREMELY F****D.

Cry softly to yourself. I imagine it's non-magnetic, so if you cant get anything in there to pull it out, your only option is to de-solder the part from the PCB, dismantle it without destroying anything (PITA), and reassemble it. Or you could pull it off the board, chuck it, by a replacement 3.5mm Female TRS plug from ebay (or pull it from another piece of electronics) and solder it on. if you aren't savvy with solder, just get a USB or PCI soundcard. EDIT: The above request isn't a bad idea, and is significantly less complicated. Also, is that the I/O panel on your PC? If so, you might just be able to get a replacement.

Do what goowpea said. 
Just a tiny tiny dab. Put the crazy glue on paper, and then dip the toothpick in that. 
Hold it there for a few minutes, and DON'T GLUE THE PIECE IN THERE FOR THE LOVE OF GOD.
