My buddy is looking for a new GPU(around 150) that can run gta V on high. All I know is that he has a I5-2320 3ghz, and he has no preference on whether it is nvidia or AMD

R9 270/X. Better option would be a used 7970 if you can find one.

I bought a used r9 290x on ebay for $185.  I eventually picked up a NZXT kracken g10 and a used corsair h70 AIO cooler and water cooled it to over clock it.  And GELID Solutions CL-R9290-01-A to help cool the VRM chips on it.  They eventually got up close to 100C which was to hot for my comfort.

I have an HD 7950 and this thing runs it at ultra settings, MSAA off, 50-60 fps with vsync so it's capped.

 

they go for around $100 - $150 on eBay, probably cheaper on craigslist or something.

Yep, Im using a HD7950 @ 1150Mhz, and it powers through the game with ease at those clocks...

Using SMAAinjector+FXAA, dropped shadows to High instead of Very high, Grass down to normal (for the suburbs),......and thats it....55-80fps mostly.

I got this one for $130AUD, and it's a Gigabyte model, nice and cool at 66*c @ 1150Mhz/1400Mhz and quiet too. (Not all are this good, but 7950's were pretty much all keen overclockers)

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Well I've got a GTX 760 and can run on high settings at a pretty comfortable 50-70 fps. So if you can grab an R9 280 in that price range you should get pretty similar results... then on the other hand AMD's drivers use more CPU power so with an outdated i5-2320 he might not get as good performance.
